How much it will cost and how to pay

Planning fees are set by the Scottish Government. In addition to the set planning fees, local authorities have discretionary power to introduce additional categories of payment and to reduce or waive fees in certain cases. 

Where a fee is required, your application or request will remain invalid until the fee is paid.

A separate additional fee, not part of the application fee, will be charged for paper and retrospective applications, and where an advert is needed. The additional fees are detailed below.

Payment should made at the time of submission. You can use the proposal-sharing option to allow another person to pay.

Advert fees for planning applications

A separate additional fee, not part of the application fee, for the advertisement of your proposal is required if you are applying for a certain class of development as identified in Schedule 3 of the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2013.

An advert fee may also be required to advertise the proposal if there are no premises on neighbouring land or if the landowners are unknown, or the proposal is a departure from the development plan.

The advert fee for most applications is £135.06, however in some circumstances the fee may be higher. We will advise you of any advert fee required on receipt of your application.

Surcharges for paper applications

  • Major applications: £189 plus VAT (20%) (£226.80)
  • Non-householder/Local applications: £84 plus VAT (20%) (£100.80)

Surcharges for retrospective applications

  • Effective from 1 November 2022: 30% increase in planning application fee plus VAT (20%) on surcharge sum.

  • Major pre-application enquiry: £1050 plus VAT (20%) (£1260)
  • Local pre-application enquiry (Other than Householder Developments): £525 plus VAT (20%) (£630)
  • Householder pre-application enquiry: £68.25 plus VAT (20%) (£81.90)
  • Single House pre-application enquiry: £210 plus VAT (20%) (£252)
  • Commercial developments and change of use pre-application enquiry (Floor Space Under 500m²): £210 plus VAT (20%) (£252)
  • Commercial developments and change of use pre-application enquiry (Floor Space Over 500m²): £525 plus VAT (20%) (£630)
  • Listed building pre-application enquiry: £68.25 plus VAT (20%) (£81.90)

Request to vary a permission (S64 - Non-Material Variation of a Planning Permission)

  • For applications submitted on or after 1 April 2022: £210 plus VAT (20%) (£252)

Written confirmation of compliance with a condition and discharge of a Planning condition (Conditions Discharge)

  • Per request. Each request can cover more than one planning condition on the same planning consent: £105 plus VAT (20%) £126

Refunds

  • £10.50 plus VAT (20%) (£12.60)
