Ownership 

1.1 Why does the council refer to the shopping centre as TCC? 

TCC is an acronym for The Centre Cumbernauld (TCC). 

You can explore the shops at the centre, check centre opening hours and find out how to get here by visiting www.thecentrecumbernauld.com.

1.2 Who owns The Centre Cumbernauld?  

North Lanarkshire Council owns the Centre Cumbernauld.

1.3 Which parts of Cumbernauld town centre does North Lanarkshire Council own? 

We own The Centre Cumbernauld, the shopping centre at 1 Tay Walk, North of Central Way.

We do not own or have any connection to the Antonine Shopping Centre. Other town properties that we do not own are shown in grey.

Management  

2.1 Who will operate the day-to-day management of the centre? 

The Centre Cumbernauld will continue to be managed by the current property management company (Gatehouse Property Management). We will be appointing long-term agents in due course, in line with our procurement procedures. 

2.2 Will The Centre Cumbernauld continue to be fully operational? 

Yes. TCC will continue to be fully operational over the next few years and will remain open to the public and potential new business customers. 

2.3 Will parking charges be removed?

We have now removed the maximum three-hour stay limit and any subsequent enforcement at car parks for The Centre Cumbernauld. Parking is free of charge.

This applies to The Centre Cumbernauld car parks which are signposted as Green 1 (Rooftop & Mezzanine), Green 2 (Sefar), Green 3 (Teviot), and Red 2 (Esk).

Restrictions remain in place at neighbouring car parks such as the Antonine Shopping Centre and at local supermarkets. Public notices are clearly displayed where parking restrictions are in effect, and these should be adhered to. North Lanarkshire Council does not own or operate these car parks and accepts no responsibility for failure to comply with any parking restrictions in place.

2.4 Once current leases conclude, will those units remain empty? 

No. We intend to offer short-term leases and continue to operate TCC until the centre is closed.  

Short-term leases will be offered until March 2027, where possible.  

Please contact centre management if you are interested in leasing a unit within The Centre Cumbernauld to discuss this further. 

2.5 I am a current tenant within The Centre Cumbernauld, what are my options? 

Over the last few months, we’ve been contacting and meeting businesses currently located within The Centre Cumbernauld to talk through our current plans and timescales for demolition as well as to discuss your plans over the next few years. If you have not yet met with officers from the Growth Team, please contact us at TCC@northlan.gov.uk to arrange a short meeting.

Stage 1 demolition will be to the newest part of the centre (Teviot Walk/Teviot Square area), with demolition estimated to start in 2027 or 2028. The older part of the centre (around Tweed Walk/Tay Walk area) will continue to operate over the next 8-10 years and will be included in Stage 2 of the demolition schedule.

We are also exploring options for temporary accommodation within Cumbernauld for businesses who may wish to temporarily relocate during the redevelopment. Details will be communicated as soon as possible, once we have reviewed options.

2.6 As The Centre will remain open for a few more years, will you be repairing elevators or escalators around The Centre?

We have a programme of capital works in order to keep The Centre Cumbernauld operating until demolition. This includes the overhauling of two lifts as well as roof repairs and other works.

Consultation and Design 

3.1 Are there designs and masterplans for what the new Cumbernauld town centre will look like? 

There are no final designs or masterplans for the new town centre yet but we have prepared concept designs (as shown under the 'concept design' section of these webpages). 

The designs will not be concluded until we have consulted with stakeholders including local residents, businesses, public and third-sector organisations. Designs cannot be finalised until we have purchased all of the land and properties needed to deliver the new town vision for the people of Cumbernauld. 

3.2 When will the consultation begin and will neighbouring stakeholders such as New College Lanarkshire, Police Scotland and Scottish Fire Service, be part of the discussions before formal proposals are put forward? 

We will be consulting with a wide range of stakeholders including local residents and businesses as well as our partner organisations such as New College Lanarkshire, NHS Lanarkshire, Police Scotland, Scottish Fire and Rescue and more.  

We’ll promote consultation timescales on this web page and across our social media channels once these are confirmed. 

3.3 Where is all the traffic going?  

It’s important that we promote active travel routes as much as possible, to connect facilities and amenities, help reduce the impact of C02 emissions and to contribute to improving the health and wellbeing of people living and working here.  

How people drive, walk, wheel and cycle around Cumbernauld town centre will be a key consideration in any consultations and final plans. Conducting traffic assessments will be used to inform plans around the future of Central Way in particular.  

3.4 What are the plans for the current health centre and Tryst as well as provision of retail units? What will the transport hub consist of? 

Finalised plans have not yet been developed.  

The images presented so far are concept designs only. Designs and masterplans will not be complete until we have consulted a wide range of stakeholders including local residents and businesses as well as our partner organisations across the public sector and third sector. 

3.5 Will consideration be given to covering the walkway through the town hub so that it can remain dry throughout the year? Other towns and cities have successfully created covered outdoor spaces to create a more usable public environment in cold and wet climates.

The plans published are 'concept designs' and are to be used as a conversation starter for consultation and engagement between local residents, businesses and other stakeholders. Detailed designs will be developed over the next few years which will take account of how people walk, wheel and cycle throughout Cumbernauld town centre.

3.6 Have you consulted with the people of Cumbernauld as to what they actually need?

The concept designs are intended to act as conversation starters for consultation with the local community.

A public exhibition was held  within Cumbernauld Library from Monday 26 August 2024 for six weeks. Check out our “Have your say” page for more information following this consultation.

There will be various elements of public consultation over the next few years as we develop a Masterplan for Cumbernauld town centre.

3.7 What are the plans, if any, for the Muirfield Community Centre within the redevelopment of the town?

The Muirfield Community Centre was newly built in 2016 and will continue to operate as normal throughout the redevelopment. This facility is not scheduled to be included in any demolition or regeneration activity.

3.8 Are there any plans to demolish Cumbernauld Indoor Bowling Club?

The only demolition timescales published at the moment are for The Centre Cumbernauld which will be demolished in 2 stages. There are currently no plans to demolish or redevelop Cumbernauld Indoor Bowling Club.

3.9 Are there plans to incorporate the St Enoch’s clock into the finalised designs?

The placement of the St Enoch Clock will be considered as part of the detailed design for the regeneration of Cumbernauld town centre.

3.10 Will there be a new bus station and where will this be situated?

The concept design images suggest a transport hub could be located at the Fleming House site, once this has been demolished. However, this option requires detailed assessment to ensure this is a viable option. We are currently engaging with Strathclyde Partnership for Transport (SPT) to assess the best options for public transport within the redeveloped town centre.

Again, this will be a key consideration for the finalised Masterplan.

Demolition  

4.1 Will the council demolish The Centre Cumbernauld immediately after purchasing it? 

We plan to start Stage 1 of the demolition works in 2027 (subject to receiving the approvals needed). We will update our website with more information as the project develops.  

4.2 What is the timescale for demolition of other buildings within the town centre, such as Fleming House? 

Timescales for demolition of relevant buildings will be communicated once these are programmed. This is a complex process, but we will keep you informed of progress.  

Please note, we do not own or manage the Antonine Shopping Centre. This will not form part of our plans for redevelopment or demolition. 

Redevelopment 

5.1 Is there a timeline available for the redevelopment of Cumbernauld town centre? 

A final timeline cannot be provided at the moment until we have bought all of the land that we require for the regeneration and redevelopment of Cumbernauld town centre. 

5.2 Will the council engage with businesses throughout the redevelopment? 

We recognise the vital contribution businesses make to our local economy and the need to sustain existing businesses within the town centre. We plan to engage with local businesses throughout the redevelopment process.

5.3 What Environmental Impact Assessment has been carried out for this project? 

A feasibility study has been undertaken which recommends that an Environmental Impact Assessment is required to determine what, if any, remedial measures would be required as part of any future development.    

We will undertake this before the completion of the final masterplan for the town centre and the initiation of demolition works on the existing shopping centre.
