Estate management

We continually aim to improve the quality of our neighbourhoods. Tenant led inspections, more often called Estate Walkabouts are regularly carried out jointly with tenants and council officers. The aim of the walkabout is to highlight and address any areas of concern, which results in the improvement of gardens, closes and any common areas within our estates.

Community Safety Hub

In April 2019, the Community Safety Hub was established within the council. The Community Safety Hub supports the continued development of multi-agency partners, working together to make sure our communities are safer and more pleasant to live, work and visit.

The hub co-ordinates, delivers and supports a wide range of community safety activities, including:

Operation of CCTV	Complements existing safety and security measures in public areas and buildings across North Lanarkshire. We have over 1,000 public space cameras operated and monitored by the hub. Our control room is one of the most advanced control systems in Scotland. For the purpose of preventing and detecting crime, anti-social behaviour, environmental incidents and for public health and safety.
Antisocial Behaviour	Our antisocial and mediation teams work around the clock to tackle antisocial behaviour. Last year we responded to 5,907 cases of antisocial behaviour reported by our tenants. By intervening in neighbour disputes at an early stage, our mediators can prevent disputes between neighbours from escalating. Our night time response team will also respond to complaints regarding ongoing noise and can issue warnings. We may arrange joint visits with Police Scotland. During the day we have local daytime response teams who deal with ongoing complaints of antisocial behaviour.
Multi Agency Public Protection Arrangements	We work with partners, such as Police Scotland, Health and Social Care to ensure any vulnerable individuals are provided with support to minimise risk of harm to themselves and others. This role works in partnership to safeguard adults and children, in line with the wider public protection agenda, which is to protect adults and children from harm.
Shopwatch	Our scheme lets shops and businesses work together to share the very latest information they need to protect themselves and their valuable stock. Our easy-to-use radio links provide the Shopwatch community with instant information about any emerging issues or activity such as shoplifters or responding to lost children or medical emergencies.
Emergency Response Centre	Our state-of-the-art facilities in our Community Safety Hub make it an ideal location for an Emergency Response Centre. This can be used by the council and other partners for contingency planning in the case of major incidents and emergencies.

By combining these services we are able to provide an enhanced and much improved co-ordinated response to tackle antisocial behaviour and wider community safety issues affecting our communities.

The improvement in our performance is demonstrated in the table below, with improvements between 2018/19 and 2019/20. We are also performing very well against the Scottish Local Authority average.

Impact of Covid-19

We have adapted well due to mobile working arrangements which has enabled us to continue to provide the majority of our services. However due to Scottish Government Guidance, call outs for the antisocial behaviour witnessing service had to be suspended. We will continue to follow guidance and will recommence this part of the service when it is safe to do so.
