Affordable Housing Supplementary Guidance Consultation
The purpose of this supplementary guidance is to advise developers and landowners how the identified shortfall in the provision of affordable housing in the Cumbernauld Housing Sub-Market Area (CHSMA) will be addressed when proposals are submitted to the council for housing developments for five or more units.
The guidance aims to assist developers in carrying out their initial financial appraisals to ensure that they take full account of development viability and will assist in determining how affordable housing requirements can be implemented.
The document outlines the legislative and planning framework relating to Affordable Housing Guidance and identifies how each proposal will be considered on a site-by-site basis. This considers costs of development and any infrastructure works necessary to facilitate development and render the site financially viable, as well as any pressure on existing social housing and proposed social housing newbuild within that particular locality.
This guidance will be a material planning consideration in the assessment of planning applications and is intended to secure best value for the council and ensure the right type of affordable housing is provided in the right locations. This guidance can also be applied on a case-by-case basis in other parts of North Lanarkshire where an identified need has been demonstrated.
The consultation takes place between Monday 3rd April 2023 and Wednesday 17th May 2023 and all interested parties are invited to make comments on the draft Supplementary Guidance. The council will consider any timeous representations made to it on the proposed Supplementary Guidance and, following the conclusion of the consultation period and subsequent assessment of the responses, a report will be submitted to the Planning Committee, prior to approval by the Scottish Government.

Paper copies of the Supplementary Guidance are not being made generally available beyond a reference copy at Civic Centre, Motherwell, and at each of the council’s libraries. However, as noted above, the Supplementary Guidance documents and all other relevant materials in relation to the North Lanarkshire Local Development Plan 2022 are available to view on the council's website.
