What is the policy/strategy/function/ trying to achieve/do?    

  • The strategic reconfiguration of the intensive ASN systems and services to support children and young people with intensive social and emotional needsto realise their full potential.
  • To improve the ASN estate, out of existing facilities, as previously established in the Plan for North Lanarkshire Council in March 2019, to improve the council’s resource base.
  • Improve economic opportunities and outcomes by pursuing new opportunities to ensure that North Lanarkshire is an attractive place for business, invetment, and growth.

If this is a budget saving, how will the saving be achieved?

A budget saving will be achieved through the creation of additional spaces in school estates across North Lanarkshire which will allow the Council to repatriate pupils attending independent schools outside of the local authority.

Give details of the impact it has on groups and individuals

The review and reconfiguration is aimed at improving the support given to pupils with ASN in NLC, including care-experienced pupils. Some pupils may experience a change to their school location.

Head Teacher roles will be reviewed under the implementation of Executive Headships.

What actions/measures will be put in place or are planned to mitigate any adverse impact or promote equality?

Extensive statutory consultations will take place with all stakeholders including; teaching and non-teaching staff, pupils, parents/carers, and Trade Unions.

What is the result/recommendations of the EqIA

The implementation of the ASN reconfiguration of intensive ASN systems and services should continue as planned with monthly reviews of the EqIA.
