The Housing Revenue Account (HRA) Capital Programme focuses on key improvements, including:

• Energy Efficiency Upgrades – Replacing outdated heating systems with modern, energy-efficient solutions that can reduce fuel costs by up to 30%. Over 1,300 solar panel installations are planned for 2025/26, contributing to our commitment to sustainable housing and reducing tenants’ energy bills.
• Home Modernisation – A new programme of kitchen and bathroom replacements will begin for homes reaching the 20-year renewal cycle, ensuring properties remain modern and functional.
• Insulation & External Upgrades – Investment in loft insulation, external wall insulation, window and door replacements, and triple glazing will continue, helping to improve energy efficiency and tackle fuel poverty.
• Fire Safety & High-Rise Improvements – The installation of sprinkler systems in high-rise buildings will continue, alongside fire-rated door replacements in low-rise flats and sheltered housing complexes.
• Community Care & Accessibility – Improvements to retirement housing complexes will progress, including lift installations and accessibility enhancements to improve the quality of life for older tenants.

By prioritising key areas such as heating upgrades, insulation and fire safety, we are ensuring North Lanarkshire remains at the forefront of providing high-quality social housing.”

The programme forms part of our long-term vision to improve housing conditions across North Lanarkshire and meet national standards, including EESSH2 (Energy Efficiency in Scottish Social Housing) and the upcoming Social Housing Net Zero Standard.
