Buying scheme boosts housing supply

Our Open Market Purchase Scheme (OMPS) is continuing to be a key tool in tackling homelessness, increasing affordable housing, and revitalising local communities.

So far, 83 properties have been purchased during 2024/25, including 34 long-term empty homes. Since its launch in 2013, the OMPS has helped bring 408 long-term empty properties back into use and continues to provide quality housing by acquiring properties from private landlords and owner-occupiers.

In 2023/24 alone, the council exceeded its target, securing 126 homes. The scheme also plays a crucial role in preventing homelessness by allowing tenants of private landlords, who wish to sell, to remain in their homes as council tenants. The overall number of homes purchased since the launch of the scheme now stands at 836.

Councillor Michael McPake, Convener of Housing, said: “The Open Market Purchase Scheme continues to help us address the housing needs within our communities. By acquiring privately owned properties, we can provide good standard homes, prevent homelessness, and improve the condition of our local housing stock.

“By purchasing these homes on the open market, many of which will be ex-council properties, we can help meet people’s housing requirements, progress common repairs and increase local housing supply.

“Looking ahead, we plan to further promote the scheme to raise awareness and increase applications. The OMPS continues to be a cost-effective way of expanding housing supply and ensuring more residents have access to safe and affordable homes.”
