ELC North Lanarkshire

Early Learning and Childcare (ELC) free entitlement will almost double to 1,140 hours per year from August 2020.

Plans to develop a new, improved and flexible service for parents and carers across North Lanarkshire are now at an advanced stage. These changes will be in place for the 2020/21 school year.

The extra hours will be available to all children aged three to five years old, as well as some two-year-olds. The focus will be on flexibility for families, as well as an emphasis on quality and a strong connection with outdoor learning and learning through play.

Eligibility for entitlement

From August 2020 all three to five year old children will be entitled to 1140 hours of early learning and childcare in line with Scottish Government guidance (the entitlement is currently 600 hours). It can get a bit confusing working out when your child can start depending on when their birthday is. The funding dates for 2020/2021 are as follows:

  • Children who reach 3 years of age between 1 March 2020 and 12 August 2020 can start nursery in August 2020.

  • Children reaching 3 years between 13 August 2020 and 28 February 2021 can start nursery the day after the child's 3rd birthday.

  • Parents/carers of children applying to North Lanarkshire Council from another local authority should be guided by the Cross Boundary Protocol.

Applying for a council nursery place

Children will normally attend the nursery closest to their home but may attend any of the council establishments. 

Application Forms and guidance notes are available from any local authority nursery establishment or funded provider for the council or by downloading from this page (see downloads section).

Applications should have been returned to the nursery (or nurseries if you are applying for a split placement) that you selected as your first choice by 13 March 2020.

Any parent/carer who has not yet submitted a 3-5 Nursery Application form for session 2020/2021 can still do so by completing a nursery application form, attaching a copy of your current Council Tax bill and a copy of the child's birth certificate. These can either be emailed to ELC@northlan.gov.uk or posted to Early Learning & Childcare, 1st Floor Civic Square, Windmillhill Street, Motherwell, ML1 1TP.

These late applications will be offered a place once all applicants who submitted their form before the deadline have been offered a place.

If the nursery you choose is new and isn't ready to open in August, you will be offered an alternative ELC place until the new nursery opens. Application forms for new nurseries (contact number 01236 812281) should be handed in to the following schools:
