If cars are parked on the pavement with yellow lines on the road, they can be issued with a Penalty Charge Notice as if they were parked on the road. If, however, they are parked on the pavement and there are no yellow lines, we cannot issue a parking ticket. If the vehicles are causing an obstruction this matter can be reported to Police Scotland on the non-emergency number, 101.
On 7 February 2024, the council approved the progression towards the enforcement of the new parking offences within the Transport (Scotland) Act 2019, pavement parking, double parking, and parking across dropped kerbs at known crossing points.
It was previously expected that our Parking Attendants would be able to enforce pavement parking on North Lanarkshire roads from spring 2024. However, before we can start enforcement, it will be necessary to make changes to the existing back-office systems and provide additional training to staff. At present, it is anticipated that it will be three or four months before we can carry out enforcement duties in this regard.
