Frequently asked questions about parking enforcement

Yes. Since September 2019, our parking attendants have been monitoring parking and can issue £100 penalty charge notices to vehicles parked in contravention of the parking restrictions in operation.

Resources are prioritised in town centres to:

• encourage drivers to park correctly and safely, and ease traffic congestion

• make it easier for shoppers to find short-term parking spaces in towns

• support local businesses by encouraging more people into town centres

• make it easier for businesses to receive deliveries

• improve road safety

The parking attendants are unable to carry out enforcement where there are no parking restrictions in operation.

You can also park off-street at any council car park.

If cars are parked on the pavement with yellow lines on the road, they can be issued with a Penalty Charge Notice as if they were parked on the road. If, however, they are parked on the pavement and there are no yellow lines, we cannot issue a parking ticket. If the vehicles are causing an obstruction this matter can be reported to Police Scotland on the non-emergency number, 101.

On 7 February 2024, the council approved the progression towards the enforcement of the new parking offences within the Transport (Scotland) Act 2019, pavement parking, double parking, and parking across dropped kerbs at known crossing points.

It was previously expected that our Parking Attendants would be able to enforce pavement parking on North Lanarkshire roads from spring 2024. However, before we can start enforcement, it will be necessary to make changes to the existing back-office systems and provide additional training to staff. At present, it is anticipated that it will be three or four months before we can carry out enforcement duties in this regard.

You will receive a penalty charge notice of £100, reducing to £50 if you pay it within 14 days.

Customers can access an online service at a local library or perhaps a friend or family member can help. You will be able to see more information about where you were parked, and this may help you decide whether you want to appeal or not.

Yes. You can request an application form by emailing parking@northlan.gov.uk. Permits can be provided in qualifying streets noted on the form and a charge is applicable.

No. We have not implemented a trader permits scheme. There are no plans for this in future.

There are currently no charges for parking in council car parks. Not all car parks within North Lanarkshire are owned by the council. Each car park may have its own parking restrictions which will be signposted within the area.

Exemptions exist to allow blue badge holders to park on-street on single or double yellow lines, these only apply where there are no loading restrictions in operation and they are not causing an obstruction. Blue badge holders can also park for an unlimited period in time-limited bays.

Changes can only be implemented through the promotion of a Traffic Regulation Order (TRO). Any requests will be assessed and based on several factors such as traffic data and accident history. The provision of parking restrictions is not normally considered in residential areas. Requests should be made in writing to roads@northlan.gov.uk
