Help with fuel bills and heating your home

Payments and grants to help the over 60s stay warm

Cold Weather Payments

Cold weather payments can help people who are in receipt of certain benefits with additional heating costs during the winter period. The 2019/20 scheme runs from 1 November 2019 to 31 March 2020. A payment of £25 will be paid for each seven-day period when your local temperature is either recorded as, or forecast to be, an average of zero degrees Celsius or below between 1 November 2019 and 31 March 2020.

You don't need to apply. If you are eligible to receive a cold weather payment, you'll be paid it automatically into the same bank or building society account as your benefit payments. For further information please contact Home Energy Scotland on 0808 808 2282 or visit the Cold Weather Payments page on the www.gov.uk website.

Winter Fuel Payments

If you were born on or before 5 April 1954 you could get between £100 - £300 tax-free to help pay your heating bills.

The amount of money you receive depends on your circumstances during the qualifying week. The qualifying week for 2019/20 was 16 September 2019 to 22 September 2019.  You will receive a letter informing you how much money you'll get and an estimated payment date. Most payments are made between November and December. If you get any other benefit you will get your Winter Fuel Payment at the same time as your regular payments.

If the money is not paid into your account by 13 January 2020, call the office that pays your benefits - their details are on any letters they sent you.

For further information please contact Home Energy Scotland on 0808 808 2282 or visit the Cold Weather Payments page on the www.gov.uk website.

Warm Home Discount Scheme

You could get £140 off your electricity bill for winter 2019/20 under the Warm Home Discount Scheme.

The money is not paid to you; it's a one-off discount on your electricity bill, usually between September and March. You may be able to get the discount on your gas bill instead, if your supplier provides you with both gas and electricity. Contact your supplier to find out.

You may qualify for the discount if, on 7 July 2019, all of the following applied:

  • Your supplier was part of the scheme;
  • Your name (or your partner's) was on the bill; and
  • You were in receipt of the Guarantee Credit element of Pension Credit (even if you receive Savings Credit as well).

You'll receive a letter between October and December 2019 telling you how to get the discount if you qualify.

Your letter will say if you need to call a helpline by 28 February 2020 to confirm your details.

Your electricity supplier will apply the discount to your bill by 31 March 2020.

If you didn't get a letter

Contact the Warm Home Discount Helpline if you didn't get the letter and both of the following apply:

  • you get the Guarantee Credit element of Pension Credit
  • you think you qualify

If you don't qualify

You may be able to apply directly to your electricity supplier for help if you don't qualify because you don't get the Guarantee Credit element of Pension Credit but:

  • you're on a low income
  • you get certain means-tested benefits

Check with your supplier to see if you're eligible and how to apply.
