Headstone Inspection Programme

We are committed to ensuring that our cemeteries remain safe spaces for visitors, staff, and all who come to pay their respects.

As part of this commitment, we are currently carrying out a headstone safety inspection programme across our 17 cemeteries. These inspections are essential to prevent accidents caused by unstable memorials and are conducted in line with Scottish Government guidelines and best practices followed by councils across Scotland.

Lair holder responsibility

While we have a duty of care to ensure safety within our cemeteries, each headstone remains the responsibility of the lair holder. If issues are identified, it is the lair holder’s responsibility to arrange repairs with a memorial mason.

Inspection process

Each headstone will be assessed by a fully trained officer using a careful, hands-on approach. Based on the level of movement detected, the following actions will be taken:

If no movement is detected - the headstone is recorded as safe, and no further action is required. The headstone will be reinspected in five years' time.

If slight movement is detected  the headstone will be reinspected in a year's time.

If significant movement is detected and the headstone is deemed unsafe - Immediate safety measures will be taken:

  • The headstone will be secured by trenching (partially sinking the base into the ground) the headstone into the ground.
  • A sign will be erected in front of the headstone to alert the lair holder or family members.
  • We will write to the lair holder giving advice on arranging repairs with their memorial mason.

We understand that some families may arrive at the cemetery without prior knowledge of these inspections. We sincerely apologise for any distress this may cause, but public safety remains our priority.

Current progess

North Lanarkshire’s Memorial Safety Team is currently carrying out inspections at Kilsyth Cemetery.

After that, we anticipate moving to Airbles Cemetery.

Ongoing inspections

It is our intention to inspect all headstones on a five-year cycle, in line with Health and Safety Executive guidelines. Notices will be posted at cemetery entrances when inspections are scheduled.
